Residents of Grimsby's West Marsh have told how they are living in a "state of siege".
The situation has become so serious that Member of the European Parliament for North Lincolnshire and Yorkshire, Godfrey Bloom, is taking their case to the Prime Minister. The residents are so frightened that not one of them would be identified in the Grimsby Telegraph.
One couple told how they had been living in the area for 18 years but, over the past five, they had seen anti-social behaviour increase dramatically.
They said: "It's cheaper housing round here, so there are a lot of dysfunctional families in the area.
"Our problem with it is the lack of service we get from the police and other community groups."
The pair claim to have had their windows smashed more than once, dogs set upon them, and plaster has come off their walls because youths are constantly kicking footballs against their house.
The husband said: "They talk about human rights - but these criminals have human rights and we don't have ours."
Another resident added. "We are living in a state of siege. My granddaughter is too frightened even to go into the street."
Mr Bloom's open letter to Tony Blair takes up the case of the people of West Marsh, and all those in a similar situation.
He said: "I meet many really respectable people who are doing their best, but who are living in fear of low-level intimidation all the time.
"I'm getting this all across Grimsby. We need a zero-tolerance attitude towards crime."
A spokeswoman for Humberside Police said: "The police are working with the community to solve any ongoing problems.
"As part of that, we are holding public meetings."
