I wonder if other Yorkshire folk are beginning to have doubts about how we are policed and to what end. For 20 years I was a member of a Yorkshire Territorial Logistics Regiment. We spent some of our time training with the police and their senior officers were regular guests of our mess. I remember once the Chief Constable, a man of intellect and conviction explaining to me that policing can only work with the whole hearted consent of the people. Certainly in the style of yesteryear. The policeman is the friend of middle England.

I am becoming very disillusioned. I spent quite a bit of the summer, at the request of desperate constituents, on some of the bigger city estates.

I was pretty shocked at what I found. I have seen, either on secret CCTV or in the flesh, witnesses intimidated in front of police with no action. Old age pensioners harassed by yobs (already the subject of Anti Social Behaviour Orders) with no action. The total failure of any response to emergency calls. The greatly increased arrest without charge of complainants (the subject of press front page coverage only a few weeks ago). The falling conviction rates of criminals. The automatic bailing of violent criminals without police objection. The list rolls on. In August a whole street came to tea to talk to me about the problems of rogue families in the neighbourhood.

I wrote an open letter to the Prime Minster. Eight weeks later I got ministerial replies with the usual milk and water nonsense. Politically correct senior policemen have actually told some of these unfortunate residents they only “police by consent”. What sort of nonsense is that? The consent of whom? Yobs drive stolen cars around the estate all night then crash and torch them. It would seem with complete impunity. Middle England has been abandoned. No resources is the usual cry. Well, if there are really no resources what is that policeman doing mid morning playing with his radar gun in the lay-by? Why not change his shift to midnight and do some real policing on the siege estates of our big towns. Almost every week some innocent soul is beaten to death in broad daylight by yobs who stalk the streets like feral dogs.

I look forward to seeing how the fresh approach in Merseyside works, it would appear they have a Chief Constable with some vision. The only statistics I am interested in is how many yobs were arrested and successfully prosecuted, not how many ‘out-reach’ meetings the Chief Constable has attended or how many ethnic or gay policemen he has recruited.
